Introduction
This is highly responsible managerial, technical and administrative work involving permitting intake and plan plans review and related enforcement of codes, regulations and ordinances regarding all aspects of building and site construction.
Nature Of Work
An employee in this class performs work of considerable difficulty while assisting the Chief Building Official in the administration and enforcement of building construction ordinances and regulations relating to the review for Florida Building Code compliant construction, permitting and inspection of buildings, structures, improvements, or accessories thereto, including maintenance, alteration, or additions. The employee in this class is responsible for the administrative oversight of the division’s plan review, site and clerical staff, as well as the technical direction of the staff of a specific work unit (Building, Site, Electrical, Plumbing or Mechanical); all of whom are engaged in securing and maintaining compliance with codes, regulations and ordinances governing all phases of construction, alteration, and repair of commercial and residential structures and sites. Work is of considerable difficulty involving assigning, scheduling, supervising, and reviewing activities, as well as the intake and plan review of commercial and residential buildings and sites that are under construction or being repaired or remodeled during various stages of completion to ensure compliance with applicable codes, rules and regulations. Considerable initiative and independent judgment are required in determining whether changes are needed in plans and making recommendations to contractors, engineers, architects, etc. Employee must exercise tact and courtesy with the general public, contractors, engineers, builders, and owners. Employee operates a lightweight motor vehicles to travel among work locations. Work is performed under managerial direction and requires a high degree of technical knowledge and the application of extensive initiative and independent judgment. Work is reviewed through conferences, reports submitted, and results achieved. Appointed position; employee serves at the pleasure of the Mayor.
Requirements
Physical Requirements
Mostly sedentary, indoors, may require occasional site visits; requires extended use of computer, typing and viewing a monitor.
Minimum Qualifications
Graduation from an accredited college or university with a bachelor’s degree in engineering technology, construction technology, architecture, or a related field, and five (5) years of experience in building construction practices and principles, methods and materials in the appropriate discipline (building, site, electrical, plumbing or mechanical), with five (5) years of experience in application of municipal and state codes, laws, rules, and regulations governing the conduct of inspections and plan reviews and three (3) years of supervisory experience.
Licenses or Certifications
Possession of: (Must be attached)
- A valid Florida driver’s license required
- A Standard Building Plans Examiner license as issued by the Florida Building Code Administrators and Inspectors Board; and
- One (1) Standard Trade (Mechanical, Electrical and Plumbing) Plans Examiner licenses
- State of Florida certification as Standard Building Code Administrator
Examination
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
