Job Summary
This emergency appointment supports expanded public health response efforts addressing community needs related to housing instability, mental health, and substance use. The Assistant Staff Analyst, Health Services role assists with research, analysis, and the development of recommendations related to resource utilization, budgeting, and operational effectiveness. The position works with a high level of independence to support program planning, financial analysis, and management improvements within public health services. Performance during the initial appointment period will be evaluated for consideration of permanent placement.
Essential Job Functions
Assist in research and analytical studies related to public health programs and operations
Participate in budget planning and financial analysis for major health service programs
Analyze budget requests, financial performance, cost effectiveness, and revenue forecasts
Develop and monitor annual budgets and track expenditures against approved plans
Prepare financial summaries and reports to support management decision-making
Analyze and recommend improvements related to organization, staffing, financing, and program operations
Evaluate purchasing, leasing, equipping, and space planning for major facilities
Conduct management and operational studies to assess compliance with policies and effectiveness of practices
Identify problem areas and develop recommendations to improve efficiency and outcomes
Requirements
Minimum Qualifications
Option I: Three years of experience in a staff capacity analyzing and recommending solutions related to organization, programs, procedures, budget, or personnel
Option II: Two years of highly responsible administrative or staff experience at an advanced professional level
Option III: One year of responsible staff experience in healthcare financial operations or professional accounting
Additional Requirements
Valid driver’s license or ability to use alternative transportation for job-related duties
Ability to perform light physical activity, including occasional lifting up to 10 pounds, bending, stooping, squatting, and walking
