Description
Manage the City program for compliance with enforcement of the Florida Building Code, Florida Fire Prevention Code, Florida Statutes, Florida Administrative Code, City Land Development Code and City Code of Ordinances as they relate to new and Renovated building construction.
Review and approve building plans, site plans and participate in inspection of residential, commercial and industrial occupancies for compliance with codes and standards.
Oversees and interprets the application of the Florida Building Code along with reviewing alternate construction methods and materials to assist with developing code compliant solutions.
Coordinate with other City department representatives to ensure plans and permits are appropriately reviewed and their regulatory interests are achieved.
Conduct complex field inspections. Meet with designers, contractors and owners to assist with meeting development goals while assuring compliance with the applicable codes.
Conduct training for staff and other City employees. Assist inspectors in handling of complex building/fire code and land development requirements.
Manage contract inspector scheduling.
Develop new policy and review current policy for change in coordination with the Fire Marshal and under the direction of the Department Director. Function as a key member in the overall development process and to communicate and effectively receive information on all matters relating to department regulations.
Coordinate with the Department Director and inspection staff to ensure customer service objectives are achieved and compliance with codes and standards.
Ensure compliance with ISO BCEGS standards.
Participates with the state and national organizations involving professional and code development activities.
Serve as Department representative for Pre-Construction meetings.
Implement the culture, customer service objectives, tone, spirit/intent and management objectives under the direction of the Department Director. Perform duties of Acting Department Director in Director’s absence.
Monitor, develop solutions and implement improvements to the City’s inspection and permitting software including internal and external customer service automations.
Oversee and present building code related code enforcement cases to the City’s Code Enforcement Board.
Drive to and from various city locations. Perform additional duties as assigned. Be available for emergency call-outs, to include investigations and mitigation of unsafe building conditions.
Complete required trainings as specified within the City Comprehensive Emergency Management Plan.
In the event of an emergency, all employees are considered essential and may be required to perform duties outside of their normal job description.
The City offers a competitive executive-level compensation package that includes participation in the City’s Defined Benefit Pension Plan, a $100 monthly cell phone allowance, a $290 monthly vehicle allowance, and a 3% employer contribution to the Executive Investment Plan.
Requirements
MINIMUM QUALIFICATIONS:
Bachelor’s degree in Public Administration, Management, Engineering, Architecture, Construction or related field; or an equivalent combination of related education, training and experience.
Licensure by the Department of Business and Professional Regulation as a Building Code Administrator.
Valid driver license. Must obtain Florida driver license within thirty (30) days of employment.
Strong written and verbal communication skills and interpersonal skills.
Proficient in Microsoft office tools.
PREFERABLE QUALIFICATIONS:
Certified as a Florida Fire Safety Inspector (Must obtain within twelve (12) months of employment.)
Willingness to adopt AI and emerging technologies.
Within 36 months obtain certificate for Floodplain Manager.
SUPPLEMENTAL INFORMATION:
Applicants will be required to complete a Disclosure & Authorization Regarding Background Investigation, a Confidentiality Agreement and a criminal background screening.
Driving history for the past three (3) years must reflect no violations of a driving related felony offense, or driving under the influence (DUI) which includes both drugs and alcohol, reckless driving, or hit and run involving an occupied vehicle or attended property, or an accumulation of traffic violations, plus three (3) points for each attendance at driving school (regardless of whether points were assessed against the license) where the penalty points do not exceed twelve (12).
