The County of San Diego invites you to apply for Building Enforcement Manager in Planning & Development Services (PDS). PDS has a current vacancy in their Building Division. PDS will use the list to fill one or more vacancies throughout their department. If selected, you will be an integral part of the departmental mission statements, as stated below.
Building/Enforcement Manager is a second line supervisory class. The incumbent will supervise staff and will report directly to the Program Manager under the Chief of the Building Division. The incumbent will have duties that include but are not limited to:
Manage, coordinate, direct, plan, and provide administrative guidance to the Building/Enforcement Unit in PDS
Oversee the work of staff that conduct daily inspections of construction projects
Oversee the continued training and growth of staff
Oversee the work of staff responsible for issuance of building permits, plan checking, inspections, public records, and archives
Oversee the plan review of commercial MEP plans
Review second opinions on code interpretation and inspection notices made by staff
Investigate and initiate procedures to abate violations of State, Municipal, or County laws, and enforcement of building codes
Planning & Development Services
The County of San Diego is committed to helping communities thrive while protecting the region's unique and diverse natural resources. PDS is responsible for long range land use planning, including the County of San Diego's General Plan, Climate Action Plan (CAP), and Zoning Ordinance. The department evaluates land use projects for regulatory compliance and environmental impacts, manages long range planning policy formulation, and related ordinances. PDS advises the Board of Supervisors and Planning Commission on all land use projects, policy, and programs in the unincorporated county. PDS has seven major divisions: Sustainability Planning, Long Range Planning, Building Services, Code Compliance, Land Development, Project Planning, and Support Services. The department is located at the County Operations Center, a modern 44-acre regional complex in Kearney Mesa. The County Operations Center includes 18 structures and houses 19 departments, including an employee gym/workout center.

Requirements
Minimum Qualifications
A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency in public/business administration, criminal justice, planning, engineering, environmental health, law, or a closely related field; AND, three (3) years of professional journey-level experience performing building inspections, enforcement work or building plan review for a public agency. Two (2) of the three (3) years of experience must have been at the lead or supervisory level.
Note: Additional years of experience as described above may be substituted for the education requirement on a year-for-year basis.
