The City of Bellaire is conducting a national search for an accomplished and principled law enforcement executive to serve as its next Chief of Police. This is a distinctive opportunity to lead a respected, full-service municipal police department within a highly engaged residential community located in the heart of the Houston metropolitan area. Known as “The City of Homes,” Bellaire is a city of approximately 17,828 residents within 3.6 square miles, entirely surrounded by Houston. The community places a premium on professionalism, visibility, transparency, and strong relationships between the Police Department and those it serves.
The Bellaire Police Department (BPD) operates with an adopted FY 2026 budget of approximately $9.3 million, supporting 43 sworn officers and 16 professional staff. The Department blends neighborhood-focused policing with the realities of an urban-adjacent environment, emphasizing watch-based patrol operations supported by investigative, traffic, administrative, and community outreach functions. Proximity to major transportation corridors and commercial centers presents a range of policing demands, requiring balanced, proactive leadership and strong regional coordination.
Operating under a Council–Manager form of government, the Police Chief reports directly to the City Manager and serves as a key member of the executive leadership team. The ideal candidate will demonstrate seasoned judgment, clear communication, operational depth, and a commitment to accountability and professional standards. The next Chief must preserve the Department’s proactive culture while strengthening trust with residents, City leadership, and regional partners.
Requirements
This at-will executive position offers a salary of up to $206,585, commensurate with qualifications and experience. The City provides a comprehensive benefits package, including participation in TMRS with a 2:1 City match, and Texas does not impose a state income tax. Candidates must possess a minimum of eight to ten (8-10) years of progressively responsible law enforcement experience, including at least seven (7) years of supervisory experience.
A Bachelor's degree in Criminal Justice, Public Administration, or related field is required; Masters degree in Criminal Justice, Public Administration or related field is preferred.
Advanced training from Northwestern Staff & Command, the FBI National Academy, the Southern Police Institute, or the PERF's Senior Management Institute for Police is considered a plus.
An equivalent combination of education, training, and work experience will be considered.
Candidates must possess or be eligible for TCOLE certification.
