Description
Responsible for administering all aspects of Company human resource policies and functions. Assumes responsibility for the effective performance of various human resource functions, including recruiting, interviewing, hiring, onboarding, compensation, benefits, employee relations, training, and for insuring corporation-wide compliance with HR related regulations. Provides recommendations to Executive Management in establishing overall human resource objectives, policies, and plans.
This position reports to the CEO.
Position is a hybrid position where the employee has a physical presence in the main office located in Watford City, ND and may work remotely 1-2 days a week as business dictates. This position requires employee be able travel to branches within our trade area. Estimated travel 10-25%.
Requirements
ESSENTIAL FUNCTIONS AND BASIC DUTIES
- Assumes responsibility for the planning, development, and implementation of effective human resource strategies and policies.
- Assists Senior Management in developing short and long-term objectives, goals, and strategies.
- Ensures human resource strategies and policies are consistent with established Company-wide goals.
- Administers operational plans, policies, and goals which further strategic objectives.
- Maintains knowledge of industry trends and employment legislation, and updates policies to ensure compliance.
- Assumes responsibility for the effective performance of human resource functions.
- Recommends and manages compensation policies based on objective data regarding competition, profitability, business conditions, and the economic environment.
- Ensures effective administration of the Company’s compensation, benefits, pension, and incentive programs. Provides recommendations to Senior Management that ensure appropriate service delivery and effective cost management.
- Ensures accurate, updated personnel information is provided to other departments and to governmental organizations as required. Ensures external document submissions are accurate and timely.
- Oversees job classification and the updating of job descriptions.
- Works to resolve employee relations issues according to Company policies and applicable legal requirements.
- Ensures all human resource functions, including recordkeeping, interviewing, hiring, promotions, and terminations, are conducted in accordance with established Company policies and applicable legal requirements. Oversees compliance with related federal and state legislation.
- Ensures human resource policies are updated and communicated to management and staff. Provides advice and interpretation regarding human resource policies as they relate to individuals and to Company objectives.
- 3. Assumes responsibility for the effective completion of assigned recruiting functions.
- Screens applicants to determine possible job candidates.
- Conducts phone interviews and records and scores responses.
- Obtains and screens candidate video presentations as needed.
- Sends applications, pre-employment documents, verification forms, and all related paperwork to complete applicant files.
- Tracks and records changes in applicants’ employment status and availability.
- Provides timely updates on recruitment efforts for planning purposes.
- Completes all recruiting activities in compliance with established policies, procedures, and legal regulations.
- Assumes responsibility for establishing and maintaining effective communication and coordination with Company personnel and management.
- Assists and supports personnel as needed.
- Ensures employee questions are promptly and courteously resolved.
- Ensures management is appropriately informed of area activities and of any significant problems.
- Completes related reports accurately and timely.
- Assumes responsibility for maintaining professional working relations with human resource organizations, vendors, and suppliers.
- Promotes goodwill and a positive image of the Company.
- Represents the Company with various trade professionals and groups.
- Ensures the Company’s professional reputation is maintained.
- 6. Assumes responsibility for the development and implementation of effective Training planning policies, procedures, and programs.
- Assists Senior Management in developing short and long-term training plans.
- Identifies Company training and development needs.
- Evaluates training programs and services. Provides recommendations and suggestions for improvements.
- Designs and develops training procedures and programs. Assists in the preparation of audio-visual aids, training manuals, scripts, and workbooks.
- Executes established training plans and ensures that Company goals are complemented and supported.
- Prepares training and development budget.
7.. Assumes responsibility for the effective and efficient completion of Onboarding and Training functions.
- Ensures Company personnel are well trained and effective in their respective positions. Ensures employee orientation, on-the-job training programs, and in-service activities are effective and appropriate.
- Coordinates, schedules, and directs onboarding and training activities.
- Ensures onboarding and training functions are completed in accordance with established programs and procedures.
PERFORMANCE MEASUREMENTS
- Human resource policies comply with legal requirements and meet the Company’s needs. Human Resource Department plans and functions complement, support, and further Company objectives.
- Personnel records, documents, and filings are complete, accurate, and timely.
3.. Good communication and coordination exists with departments. Assistance is provided as needed.
- Senior Management is appropriately informed of area activities and of any significant problems.
- Job candidates are treated professionally and well informed of their status in the hiring process.
- Qualified job candidates are effectively screened and referred to Managers for interviews.
- Recruiting functions are conducted in accordance with established Company policies and legal requirements.
- Professional relations exist with job placement organizations and external contacts. A positive image of the Company is projected.
- Training goals are established and executed to effectively meet the needs of personnel at all levels of the Company. Staff are knowledgeable and competent in respective job functions. Training needs are effectively identified.
- Training resources are well developed, functional, and easily accessible.
- Training activities are well coordinated and scheduled with individual departments. Support is provided as required.
QUALIFICATIONS
Education/Certification: Bachelor’s degree in business or related field, or equivalent experience and education.
Required Knowledge: Knowledge of human resource laws and regulations.
Understanding of compensation and benefits policies and programs, employee relations practices, and recruitment techniques.
Understanding of job functions and operations at all levels of the Company.
Knowledge of training systems and resources.
Experience Required: Three to five years of progressive experience in human resources or related positions.
Skills/Abilities: Strong analytical skills.
Excellent oral and written communications abilities.
Solid interpersonal and supervisory abilities.
Effective project management abilities.
