Job Summary
The Bureau of Diplomatic Security (DS) is the security and law enforcement arm of the U.S. Department of State (the Department). DS is a world leader in international investigations, threat analysis, cyber security, counterterrorism, security technology, and protection of people, property, and information. Its primary mission is to provide a safe and secure environment for the conduct of U.S. foreign policy. The Office of Security Technology (ST) supports the DS mission through the application and use of appropriate technical security countermeasures.
The Countermeasures Program (CMP) and Security Technology Operations (STO) divisions are operational components within ST. CMP is primarily responsible for worldwide technical countermeasures policy for the Department. Countermeasures policies enforce the protection of sensitive and classified information. CMP also manages the overseas technical surveillance countermeasures (TSCM) program.
Key Accountabilities
- Possess excellent critical thinking and writing skills.
- Develop and action innovative methodologies to identify and resolve analytic problems for the government customer. Analytical products will be of quality for senior DoS leadership. Research (using classified and unclassified sources) and then create and publish analytic support documents.
- Develop and write comprehensive country studies utilizing classified and unclassified sources, for a senior DoS audience.
- Proven ability and familiarity with intelligence community databases and websites
- Proven ability to conduct in-depth research
- Captures, organizes, maintains, and enhances the accessibility of intelligence information regarding technical and physical security vulnerabilities and countermeasures.
- Emphasizes knowledge principles to improve efficiency of analytical process.
- Coordinates information collection efforts with overseas security personnel regarding to enhance the quality of TSA-related information.
- Assists efforts to develop, field test, and deploy the eTSA initiative and coordinates with the CMMS Maximo implementation working group.
- Participates in Division committees, conferences, task forces, and working groups.
Knowledge and Skills
- Knowledge and understanding of intelligence community standards and directives.
- Knowledge of State Department standards and directives, especially in relation to technical security.
- Substantive knowledge and understanding of regulations governing the use of classified materials.
- Ability to interact with groups or individuals outside own organization and/or agency.
- Working knowledge of technical security countermeasures systems and regulations regarding technical, physical, and procedural security.
- Must be proficient with the Microsoft Suite of products including Word, Excel, Access and Outlook business software.
- Experience with Expert Choice and Google Earth is a plus.
- Must be highly adaptable and demonstrate a positive attitude and an ability to work as a member of a team.

Requirements
Qualifications
- Bachelor's Degree required.
- Degree in Political Science or other discipline which requires extensive analysis and writing is a plus.
- Federal employees currently or previously assigned to the GS 0132 series with at least 1 year of experience and current or previous experience as Intelligence Analyst in the Intelligence or Law Enforcement Communities for a minimum of 1 year
- OR 3 years of experience working as a Security Engineering Officer, Regional Security Officer
- OR Service in the U.S. Armed Services in one or more of the Military Occupational Specialties (MOS)/Navy Enlisted Codes (NEC), where position was held for a minimum of one year:
- § USMC: 0231, 0211
- § USAF: 1N0X1
- § USA: 96B/35F, 97B/35L, 97E/35M, 98C/35N, 98G/35P, 98J/35S
- § USN: CTI, CTR, IS
