The Role
Location: Tulsa, OK
Reports to: Executive Vice President, Capital Markets, Housing Partnership Network; Accountable to the Board of Directors for the Tulsa Housing Impact Fund
Overview:
The President of THIF is responsible for leading the strategy, capitalization, deployment of capital and day-to-day management of the Fund. This position serves as the primary public-facing leader of THIF and is equally accountable for all lending activities, creating innovative loan products and programs, raising capital, stewarding investor and philanthropic relationships, and building a robust pipeline of investable housing projects across Tulsa.
The President is a key member of HPN’s capital markets platform and works closely with HPN lending, philanthropy, data and finance teams. The role also oversees administration of the City of Tulsa’s Improve Our Tulsa 3 (IOT-3) Housing Funds, under contract with the City.
This is an exceptional opportunity to join committed local and national leaders and build a significant loan fund providing a new capital resource for affordable housing and preservation in historically underserved neighborhoods in Tulsa.
The President has many duties and functions aligned with the following four primary categories:
Strategic Leadership
§ Establish and implement strategic goals for the THIF’s lending and investment activities in alignment with Board direction, HPN strategy, and City of Tulsa housing priorities.
§ Lead and oversee the operations of THIF including the direct supervision of the Loan Officer to accomplish the mission, vision and operational goals of the organization.
§ Develop and execute a comprehensive capital-raising and effective capital-deployment strategy, in collaboration with HPN Capital Markets Leadership, to maintain and further attract philanthropic, private, and public capital.
§ Ensure that THIF’s lending and investment activities result in the delivery of housing units in communities throughout Tulsa.
§ Oversee the development of new loan products, services, and innovative financing structures responsive to community and borrower needs; collaborate with the broader lending community.
§ Support governance of the THIF Board of Directors and participate in HPN senior capital markets leadership.
Community & Stakeholder Engagement
§ Serve as the primary external representative of THIF with local and national investors, philanthropic partners, public officials, developers, and civic stakeholders.
§ Manage investor and funder relations, including due diligence, reporting, compliance, and long-term stewardship.
§ Build and maintain a strong pipeline of investable affordable and workforce housing projects in Tulsa, with an emphasis on historically underinvested neighborhoods.
§ Create interest and enthusiasm about the momentum already achieved and provide the vision for impact for all stakeholders as THIF grows and capital is swiftly deployed.
Fund Management & Capital Deployment
§ Create and manage THIF’s annual budget; oversee portfolio performance, risk management, and impact reporting in collaboration with HPN teams.
§ Serve as senior administrator for the City of Tulsa’s IOT-3 Housing Funds, ensuring compliant deployment, reporting, and coordination with City staff and elected officials.
§ In collaboration with and support of HPN’s Capital Markets team, oversee origination, underwriting, and deployment activity; directly manage THIF’s Loan Officer and ensure strong credit discipline and pipeline conversion.
§ Maintain THIF’s infrastructure to ensure capital is invested and deployed in a swift, reliable and consistent fashion.
HPN Capital Markets Cross Team Collaboration & Leadership
§ Meet regularly with the HPN lending team to identify, underwrite, close and manage high-impact community development loans for affordable housing projects and initiatives.
§ Meet regularly with the HPN finance team to discuss budgets, forecasts, monthly financials, investor relations, and risk and compliance issues.
§ Collaborate with the HPN data and impact teams to collect metrics to further inform decision-making and direction of the work.
§ Mentor Loan Officer in each stage of the underwriting process; improve underwriting process to enhance efficiency while promoting quality and flexibility.
§ Foster collaborative, mission-driven work culture emphasizing accountability & high-quality service.
Requirements
Professional Qualifications
- Executive leadership experience with a place-based housing or community development fund.
- Experience administering or partnering on municipal housing programs or public funding initiatives.
- Proven track record as a lender with both capital raising and efficient capital deployment, ideally with a combination of experience in the private, public, and nonprofit sectors.
- Advanced knowledge of affordable housing finance and real estate development, complex loan transactions, including underwriting and structuring housing investments.
- Proven ability to build and manage a strong pipeline of investable housing projects; familiarity with LIHTC-adjacent financing or layered housing subsidy structures.
- Experienced serving as a public-facing leader with investors, funders, developers, community, and public-sector partners.
- Proven ability to inspire and build trust amongst diverse stakeholders, both internal and external to achieve agreed upon strategies and goals to expand affordable and workforce housing across the City of Tulsa.
Education
- Bachelor’s degree and ten or more years of experience in community development finance, CDFI lending, real estate finance, or a related field; advanced degree a plus.
