Description
The Water Plant Operator position reports to the Chief Operator, overseeing the water plant operations, offsite facilities, and their associated administrative duties. This individual is a key component in ensuring plant operations are following all processes in the treatment of water and distribution. Must have a “C” Water Plant Operators license. Preference of 1 year maintenance experience.
Requirements
ESSENTIAL DUTIES
Oversee and/or perform inspections of facility equipment and machinery to determine that systems are operating properly.
Oversee and/or performs routine and non-routine adjustments to controls in conformance with operator instructions, Florida Administrative Code, and prescribed standards.
Operates, calibrates and maintains all department equipment, and test equipment to ensure safe and efficient operations.
Collects, organizes and evaluates water operational data and makes operational adjustments.
Maintains current knowledge of the SWFWD Permits, Florida Administrative Code and other regulatory requirements.
Research and responds to information requests in conformance with department procedures.
Performs laboratory analysis on collected samples, interprets test results, and makes routine process changes following established guidelines.
May establish and implement operating protocols for water plant facilities according to local, state, and federal regulations to ensure permit compliance.
Uses appropriate personal protective equipment and follows safety data sheets recommendations for handling toxic, corrosive, and flammable materials and chemicals
Assist operators at all levels in the resolution of difficult process problems.
Works closely with environmental laboratory personnel to develop and implement sampling and testing procedures in compliance with local, state, and federal regulations.
Coordinates with maintenance and underground sections to ensure uninterrupted service to all water customers.
Performs other related work as directed.
MINIMUM QUALIFICATIONS
EDUCATION
Graduate of an accredited high school or possess an acceptable equivalency diploma.
Possession of a valid State of Florida Water Operator “C” License or higher
Must have a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment with this classification.
KNOWLEDGE, SKILLS & ABILITIES
Excellent knowledge and experience in the principles and practices necessary in the operation of advanced water plant facilities.
Knowledge of FDEP/FDOH regulations to ensure operational compliance.
Knowledge of departmental procedure and guidelines.
Knowledge of occupational hazards and standards safety precautions including storage of chemicals, confined space entry, equipment, lockout/tag out.
Knowledge of water plant operating methods, procedures and techniques and their practical application.
Working knowledge of computerized monitoring systems such as SCADA and overall computer literacy.
The ability to read and interpret blueprints and engineering drawings and follow process drawings to aid in troubleshooting equipment problems.
Ability to prepare and maintain accurate, detailed operations and maintenance records and reports.
Ability to interpret, utilize and adjust automated instrumentation devices and systems to meet facility operational requirements.
Ability to work shift work and respond to emergency call-out.
Ability to perform assigned duties with considerable independence.
Ability to effectively communicate with others, both verbally and in writing.
Ability and willingness to respond to emergency situations such a flood, hurricanes, tornadoes, and other natural and/or unnatural crises to provide for public health and safety.
Ability to use and understand operating and maintenance manuals and other technical specifications.
Ability to correct operational deficiencies: to interrogate/trend abnormal conditions; to report major deviations or conditions that don’t respond to normal corrective actions; and to determine from several choices the method to restore normal operating conditions

SPECIAL REQIREMENT
This position may be required to report for work when a declaration of emergency has been declared.
WORKING CONDITIONS AND PHYSICAL ABILITIES
Work is performed primarily outdoors in all kinds of weather exposing the employee to inclement weather and hazards related to working with and around a variety of equipment, working in confined spaces, bending, twisting, kneeling, crawling, lifting of heavy objects, exercising physical exertion in performing heavy manual labor, and dangers related to the digging up and repairing water and sewer lines. Use of both hands and fingers, good hand/eye coordination, near/far vision, and hearing. Frequent work outside during evaluation and repair of water and wastewater pipes. Must answer emergency call out during odd hours of the day or evening and work under adverse weather conditions of cold, heat, humidity, and rain.
