Description
The Brodhead Creek Regional Authority (“BCRA”) is currently accepting applications for the position of Water Treatment Plant Operator. The BCRA is a Water and Wastewater Authority headquartered in Stroud Township, Monroe County, Pennsylvania.
The BCRA operates a conventional water treatment plant, a membrane filter plant, and well system permitted at 6.34 MGD. A Pennsylvania Water System Class A license is preferred but will also accept Class B or C license. Class E operator’s license preferred or must be acquired within one (1) year of hire. The successful candidate will also have or be able to obtain within one (1) year of hire, the following Subclasses: Subclass 1-Coventional Filtration; Subclass 6 Membrane filtration; Subclass 7-Corrosion Control and Sequestering; Subclass 8- Chemical Addition; Subclass 10-Aeration and Activated Carbon Absorption; and Subclass 12-Non-gaseous Chemical Disinfection. Three (3) years of operating experience as a licensed water plant operator preferred but not required for consideration of this position.
The Authority’s treatment facilities and remote pump stations are SCADA operated and monitored and the Authority prefers someone with SCADA experience.
The successful employee will be required to live within thirty (30) miles of the facility.

Requirements
POSITION SUMMARY:
This position is responsible to operate the Water Treatment Plant (“WTP”) and related facilities per requirements of the Commonwealth of PA. To work cooperatively with the water treatment plant operators and WTP Manager in maintaining and operating the WTP facility including the production wells, pump stations, and storage tanks.
ESSENTIAL FUNCTIONS:
- Participate in all maintenance aspects as well as operational aspects of the water treatment facility.
- Work as a team member with WTP personnel.
- Operate the treatment plant facility alone when and if necessary, being responsible for the proper operation of the facility.
- May be required to work, provide assistance or support the Wastewater Treatment Plant from time to time.
- Performs any other duties that may be assigned by the WTP Manager and/or the Authority Manager.
QUALIFICATIONS:
- Possession of a valid Pennsylvania driver’s license
- Must have attained a Certified WA-1 certification from the State of Pennsylvania relative to the operation of a water treatment plant.
- Class E operator’s license preferred or must be acquired within one (1) year of hire
- Must have or be able to obtain within one (1) year of hire, the following Subclasses: Subclass 1-Coventional Filtration; Subclass 6 Membrane filtration; Subclass 7-Corrosion Control and Sequestering; Subclass 8- Chemical Addition; Subclass 10-Aeration and Activated Carbon Absorption; and Subclass 12-Non-gaseous Chemical Disinfection
- Position requires a minimum of two (2) years’ experience operating equivalent facilities of similar size or direct experience in the Authority’s existing facility; three (3) years’ experience is preferred.
- SCADA experience preferred.
- Must live within thirty (30) miles of the water treatment plant facility
- Capable of operating the treatment plant facility alone when and if necessary, being responsible for the proper operation of the facility.
- Ability to work harmoniously with co-workers, supervisors, managers, and the public
- Work independently at times
- Demonstrate good public relation skills
PHYSICAL DEMANDS:
Job requires active work all day long, including being on your feet, walking, stretching, bending, kneeling, twisting, lifting and moving. Work takes place indoors and outdoors and includes all types of adverse weather conditions, including heat, rain, snow and cold. Must be able to bend at the waist and to lift a minimum of 50 pounds. Must be able to walk on even or uneven ground and must be able to navigate stairways and ladders. May be required to work with or be exposed to hazardous materials or chemicals with company provided PPE.
WORKING CONDITIONS:
- Work hours are currently 7:00 a.m. – 3:30 p.m. unless otherwise directed.
- Thirty (30) minutes for lunch
- Uniforms are provided thirty (30) days after employment and must be worn during working hours.
- Will be required to be on-call and work overtime, weekends, and holidays with paid compensation.
- No smoking is permitted in Authority buildings, vehicles or on worksites. Smoking is permitted during lunch and break times outdoors.
- This is a drug free work environment. Drug and alcohol testing is administered in accordance with the Brodhead Creek Regional Authority Employee Manual.
